AHS should have been left to do their own analysis while following a robust procurement process.
I doubt AHS on their own would have bothered paying non-competitive rates for surgeries, rushing in to buy acetaminophen from a Turkish source and buying overpriced junk surgical masks.
Lower level procurement agents understand that avoiding the impression of conflicts is crucial. It goes a long way towards having not actual COIs.
