The Feds updated the November agreement because Alberta’s premier hasn’t found the required private investors. She hasn’t convinced BC why they should use Hecate Strait. In other words, the Premier has done nothing to get a pipeline built. Nothing.
More that they’re not the check and balance people think they are; especially when they won’t even enforce their own rules. Kenney built a brand and the separatists can hide behind it.
